Please note that this special prayer is in addition to the yom kippur kotton prayer (the Badatz letter says that those who say yom kippur kotton should endeavor to complete yom kippur kotton before this special prayer so that the whole of Klal Yisroel can say the attached prayer together at the same time. They also note there that those who are not praying with a minyan should not say elekeinu velokei avoseinu and the 13 midos rachamim in the yom kippur kotton prayer)
The Badatz letter also says that even after Rosh Chodesh Nissan, and even though no Tachanun is said then, Ovinu Malkeinu should be said after Shacharis, and Chapters 20, 121, 130 of Tehilim after Mincha as well as Pitum Haketores with kavono and to recite 100 brochos a day with kavono.
A prayer to be recited when there is a plague (which I see has been incorporated into the special prayer service for tomorrow). As I wrote last week, Rav Akiva Eger refers to this old prayer and writes that one should say it in the morning and afternoon after reciting the parshas pitum haketores (letter 29 in Igros Sofrim).
